Is buying shavings in bulk more economical?

We have a four stall barn and we are looking into buying bulk versus bagged shavings.  Does anyone do this?  How did you set up your shavings bunk? Do you just cover with a tarp?  Do you get a lot of waste?  We're going to wait until after hurricane season, lol!

Yes, it's MUCH cheaper, at least here. I've had them outside with a tarp, but it's too windy here for that. I had an addition put on the barn ten years ago and one side has a sliding door to the outside next to the driveway. I had the shavings dumped there on plastic and then paid someone to shovel them into the barn. It worked well and a load lasted almost a year for one horse. But then, I discovered wood pellets. They're more expensive but I got them from Southern States and they delivered twice a year. This year they stopped delivering, so I'm back to hauling them myself. I tell myself it's my gym membership. Pellets are so much easier to handle and to clean plus almost no odor.
